ROLE AND RESPONSIBILITIES
Senior to expert level knowledge of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, processing mass statistical data such as tabulating methods or electronic data processing, and tests of significance.

RESPONSIBILITIES

  1. Collect CISA workforce data and convert it to the General Schedule pay plan in accordance with EEOC MD-715 requirements.
  2. Gather additional relevant data through individual and group interviews of agency subject matter experts handling the hiring, promotions, and leadership training; conduct surveys of targeted populations; access and provide data from available CISA, government-wide, and industry sources.
  3. Prepare, organize, and ensure the quality of the collected data.
  4. Conduct statistical analyses, including parametric and nonparametric statistics, regression analyses, benchmarking, and comparative analyses.
  5. Apply and interpret statistical information to complete standard EEOC-prescribed analyses, such as "glass ceiling," "blocked pipeline," "glass wall," and "low entry-high exit" analyses.
  6. Summarize qualitative data gathered from employee commentary, interviews, focus groups, and other methods. Where appropriate and applicable, qualitative data will be translated and presented numerically with appropriate assessment of reliability, statistical power, and validity.
  7. Develop data visualizations and summaries to support the Barrier Analysis Report and other deliverables.
  8. Use data visualization tools to create clear and informative visual representations of the data.
  9. Provide expert technical advice on the appropriate interpretation of current results, any limits on that interpretation, and an assessment of the power and reliability of the conclusions suggested.
  10. Present a neutral and independent review of research findings.

EXPERIENCE:

  1. At least three (3) years of progressive work experience in statistics, as it relates to barrier analysis.
  2. Possess strong writing, editing, and verbal communication skills.
  3. Strong analytical skills, ability to visualize information, and communication with multiple audiences.
  4. Self-starter; works effectively and productively with limited supervision.
  5. Maintain a strong work ethic and willingness to collaborate on a team is required.
  6. Excellent time management and organization skills.
  7. Ability to work in a time-sensitive environment and meet all deadlines.
  8. Have strong knowledge of Microsoft Word, Microsoft PowerPoint, and Adobe Professional.

EDUCATION:

  1. A degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.
  2. Bachelor's degree in English, communication, or a related field is preferred. This educational background provides a strong foundation in clear and concise writing, essential for crafting user-friendly technical documentation. While an in-depth statistics background is not required, coursework that includes at least 6 semester hours in mathematics or statistics is recommended. These courses will equip technical writers with the necessary quantitative skills to analyze user feedback data and metrics to improve the clarity and effectiveness of technical documentation.
