The Infected Blood Compensation Authority seeks an ambitious head of Advanced Analytics & Intelligence, to lead how we use current and emerging techniques so we might make swift payments to victims of infected blood. IBCA is responsible for administering a compensation scheme that will process millions of pages of evidence across medical records, minutes of meetings, and other data, as well as flows of information to and from government departments, health agencies and other bodies. The data landscape is complex and delivering an efficient service will rely on making data work hard on our behalf.

The postholder will lead the development of data solutions to support managing fraud, evidence processing to help speed up decisions as well as developing tools that allow us to better understand and engage with those who should engage with the scheme. Job description

The role offers an unparalleled opportunity to shape and define your position and the benefits that data science can bring to a dynamic team providing a critical, operational assessment function. You’ll pitch project ideas, explore novel collaborations with partners, and foster a team culture of creativity and innovation.

You’ll champion the benefits of data science, AI (including generative) and machine learning to tackle challenges IBCA will face including operational efficiency, forecasting, fraud mitigation & detection, cohort analysis, and more - as well as being capable of conveying the benefits and risks of methods to non-technical audiences.

We are looking for a highly motivated individual with a drive for social impact to join the data directorate leadership team and hit the ground running, quickly getting to grips with challenges that arise from standing up a greenfield department at pace.

You’ll be a visible technical leader, providing both data science and strategic leadership to your team, as well as supporting a deputy director to shape the data operations function. You’ll confidently lead on work areas and be able to actively identify opportunities to create change, weigh up approaches and proactively deliver a vision.

Two significant areas of opportunity include those arising from the development of graph networks, an image processing / beyond OCR of materials; including emerging methods combining image-text and voice-text transformers.

Person specification

The work within the team should tackle a mixture of practical activities that support the delivery of compensation as well as projects which are experimental and innovative. Because of this the projects you will lead and delivery will be varied. You will have the opportunity to use a range of data science techniques supported by market leading technology & services.

Alongside your salary of £67,126, Cabinet Office contributes £19,446 towards you being a member of the Civil Service Defined Benefit Pension scheme.

Opportunities to move to the new Infected Blood Compensation Authority (IBCA).

At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that these roles may transfer to IBCA, which is a new public body separate from the Cabinet Office and independent of the Civil Service. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable and it is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service.
