Job description

Risk Intelligence Services (RIS) is currently working with our Chief Data Information Office (CDIO), as part of a HMRC Programme, to build and deploy new services utilising the integrated SAS visualisation tools to redefine how end users can generate insight from our information. This is a high priority Programme with Government Major Project Portfolio Status (GMPP). You will join a RIS Configuration Team who are configuring the SAS tools and many data sets for 5500 end users.

The Data Engineer will work closely with several specialists for delivery of the latest Lynx system: Investigation, Detection & Risking System (IDRS) and into 'business as usual' running as a live service. They will ensure development and live running services provided by RIS CREST are delivered so that business critical automated processes, data flows and support services are consistently provided to a high quality.

This is a high profile and exciting opportunity to drive both the newest Lynx service, but also be involved with the strategic platform for risking as it is expanded to accommodate further use cases. The Delivery Manager will report to the Service Delivery Manager in RIS Analysis but be required to work closely with stakeholders from CCG customer groups and CDIO to ensure the optimum service outcomes are determined and delivered.

The role will initially focus on the continuation of designing, building and testing existing and new data products, to ensure elements for which RIS are responsible, are delivered to time, cost and quality. CREST is responsible for the configuration of the vital components of IDRS and we will be responsible for maintaining and enhancing these components, actioning service level requests from our end-users and resolving incidents as they occur.

PCP is a large and complex IT project using both Agile and Waterfall methodologies and internal and external expertise to deliver a broad range of technical and business process products to challenging deadlines.

After managing transition of the service into go live, the Data Engineer will be responsible for maintaining existing data products working closely with the Service Delivery Manager, Product Owner and Technical Leads. You will also facilities delivery of further technical change and enhancement as new use cases are developed and implemented.

  • Design, build, test and maintain data management systems, making sure they meet business requirements and user needs
  • Work closely with wider build teams, product owners and delivery lead to ensure priorities are met and build products are aligned
  • Deliver services that are automated, reliable and secure
  • Recommend ways to improve data efficiency and reliability

Skills

  • Designs, builds and tests data products that are complex or large scale.
  • Uses agreed standards and tools to design, code, test, correct and document moderate to complex programs and scripts from agreed specifications.
  • Understand the concepts and principles of data modelling and use these to design and implement relevant data models across multiple subject areas. Can reverse engineer data models from a live system. Understands industry recognised data modelling patterns and standards and when to apply them. Compares and aligns different data models.
  • Design appropriate metadata repositories and present changes to existing metadata repositories. You understand a range of tools for storing and working with metadata and provide advice to team members.
  • You can respond to problems in databases, data processes, data products and services as they occur. You can initiate actions, monitor services and identify trends to solve problems. You can determine the appropriate remedy and assist with implementation of it as well as preventative measures.
  • Able to effectively translate and accurately communicate across technical and non-technical stakeholders as well as facilitate discussions within a multidisciplinary team, with potentially difficult dynamics. Able to advocate for the team externally and can manage differing perspectives.
  • Gather business and technical product requirements from a range of stakeholders.
  • Use appropriate environments for development and testing. Promote code between environments and recognise the significance of environmental alignment.

Desirable Criteria

  • Experience of using the SAS tools to deliver data products and solutions is highly desirable but training will be provided.
  • Experience of Agile and DevOps principles is desirable.
  • Understands the impact of emerging trends in data tools, analysis techniques and data usage.

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period.
