Financial Crime Manager

Job Purpose:  

To assist the Head of Compliance in ensuring that the business remains compliant with both regulatory and legislative changes imposed by Lloyd’s of London, London Insurance Company (Brussels), Prudential Regulatory Authority (PRA), Financial Conduct Authority (FCA) and all appropriate overseas regulatory bodies covering Financial Crime including the Bermuda Monetary Authority (BMA).

To play a key role across the business, covering both London and Bermuda, in helping embed important changes across departments, through improving upon and creating new procedures, policies, processes, and controls to mitigate financial crime risks at every level.

Detailed Duties:

General Responsibilities:

  • Act as a key point of contact for all staff (London and Bermuda) on International Sanctions, Export Control Order (ECO), Financial Crime / AML compliance matters and queries.
  • Monitor all Financial Crime regulatory activities.
  • Review, comment upon and where necessary circulate Sanctions and Financial Crime communications and associated bulletins to appropriate staff.
  • Embed new regulatory and legislative changes into policies, procedures and controls affecting Ascot in a timely manner.
  • Work with the Head of Compliance to enhance existing Financial Crime frameworks covering applicable group entities.
  • Work with the Compliance function to provide training to underwriting teams and other members of staff.
  • Responsible for making sure all applicable regulatory returns and ad-hoc data calls are completed accurately and on time.
  • Responsible for completing the annual Risk Assessments covering Sanctions and Financial Crime.
  • Assist the Head of Delegated Underwriting to improve and enhance our oversight of cover holders and TPAs.
  • Assist the Head of Compliance to project manage the implementation of a new sanctions screening and due diligence tool.
  • Day-to-day responsibility for overseeing all Compliance financial crime monitoring activities, making sure all breaches managed, investigated, and reported to the correct internal committee and/or group and external bodies.

Assist the Head of Compliance with the responsibility for the oversight and maintenance of core Sanctions & Financial Crime policies and procedures, including:

  • Annual regulatory Risk Assessments for submission to Ascot’s Risk Committee. This includes separate risk assessments for both Sanctions and Financial Crime (London and Bermuda). Responsibility for the completion of all annual Financial Crime tasks on the Compliance monitoring plans for both London and Bermuda. Responsible for maintaining the annual updates of the:
  • Sanctions & ECO Policy Financial Crime Policy
  • Underwriting Procedure Manuals (Financial Crime sections)
  • Create any new policies or procedural documents deemed necessary by the Head of Compliance

Assist the Head of Compliance with the responsibility for contributions to management reporting regarding regulatory updates / activity affecting the business for the:

  • Internal Committees including Executive Committee, Risk Committee, Underwriting Management Committee, Delegated Underwriting Committee and Workflow Management Group.
  • Internal and External Auditors.
  • Where required, Lloyd’s, BMA, and FCA / PRA returns
  • Responsible for monitoring the maintenance and completion of internal logs: Financial Crime Register, Sanctions Breach Register and Gifts & Entertainment/Conflicts
  • Registers Assist the Compliance function and the Senior Compliance Manager in dealing with Underwriter queries on International Sanctions and the Export Control Order.
  • Help manage the workflow of sanctions, cannabis, and ECO related referrals into the team, making turnaround times are met and quality of advice remains high.
  • Liaise with both internal and external auditors as part of audit plan.
  • Ensure all applicable deadlines are met and monitor any remediation required.

Experience:

  • Strong technical knowledge and understanding of regulators expectations relating to Financial Crime covering Sanctions, AML, Fraud, Bribery & Corruption.
  • Experience of analysing and applying regulatory change on the business (preferably at a Lloyd’s Managing Agent and/or broker).
  • Good understanding of the principles of financial crime management, especially in relation to International Sanctions
  • Experience of the management of financial crime and associated risks, including the design and implementation of applicable frameworks.
  • ACII or ICA qualified or working towards is preferable.
  • Excellent communicator with the ability to build relationships at varying levels both internally & externally.
  • Previous management experience important but not essential.
