People Analytics and Insight (PAI)

The People Analytics and Insight (PAI) Directorate was established in late 2019 and is a rapidly growing and evolving part of HMRC's Chief People Officer (CPO) Group. The Vision of the Directorate is to 'deliver people insight and analytics to enable HMRC to shape its future, through the use of evidence-based decision-making'.

HMRC is a significant employer, with 65,000 staff, and therefore people analytics plays an important part in motivating change and shaping the future of the organisation. The COVID19 pandemic has meant now more than ever people analysis and insight is key to an organisation's success. Particular areas of focus for PAI include Employee Engagement, Workforce Planning, Hybrid working/ Return to office, Employee Listening, Equality, Diversity & Inclusion. The work delivered by PAI has significant impact on decisions made by senior HMRC leaders, with this comes the job satisfaction that our work is making a difference.

Job description

This position sits within the Analytics and Insight team, which is one of three capability areas in PAI: Engagement and Communications; Analytics and Insight; and, Strategy and Governance. The purpose of the Analytics and Insight team is to carry out both quantitative and qualitative analysis and insight on HMRC people data. Activity includes, modelling, forecasting, optimisation, research, survey design and implementation and focus groups.

This role will support the delivery of this activity, the professional standards and the innovation applied to find creative ways to deliver highly effective solutions.

Responsibilities

As a People Data Analyst you will play a key role in the way we operate across PAI. Within your role you will:

  • Understand CPO's need for sound analysis to enable HMRC to shape its future through evidence-based decision-making.
  • Work with a project lead to interpret customer needs.
  • Support design and delivery of user-friendly analysis and insights, making outputs accessible and available to all relevant parties.
  • Take personal responsibility for delivering a variety of analytical tasks & projects to agreed schedule.
  • Undertake measurement activity to evaluate the effectiveness of CPO programmes.
  • Review proposed analytical designs and ways of working to identify opportunities for improvement.
  • Collaborate and effectively communicate with key stakeholders to ensure customer needs are met and expectations are managed.

Essential Criteria

You would be expected to have experience and demonstrate the following skills:

  • Experience of summarising and manipulating data using analytical software packages such as Excel / SAS / R / SPSS / Python.
  • Excellent time management skills being able to set priorities, objectives and timescales for own work. Communicating to project lead and stakeholders as appropriate.
  • Ability to share analysis in a clear and simple manner to expert and non-expert audiences.
  • Degree level / equivalent qualification in a numerate/related subject or recent proven experience working in an analytical environment.
  • Experience of two or more of the following techniques:
    • Manipulating large datasets, Predictive analytics, Segmentation analysis, Hypothesis Testing, Data modelling, Optimisation, Simulation, Machine learning.

Desirable criteria

  • A willingness to take ownership of personal development, setting realistic goals to improve abilities.
  • Stakeholder engagement skills to support requirements gathering and expectation management.
  • Experience analysing Equality, Diversity & Inclusion people data.

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period. You will get more detail on this as part of targeted locations move communications.
