"Data Acquisition & Exchange (DA&E) is HMRC's central office obtaining bulk third party information.

We use statutory powers working with internal stakeholders to obtain bulk third-party information for data led compliance work and wider use across HMRC.

We are the central office for Automatic Exchange of Information with offshore tax authorities under a variety of treaties and international agreements.

We also provide the governance for bulk third party information.

Key Responsibilities include:

  • Providing support and advice to internal stakeholders concerning Data Acquisition Governance processes across a variety of acquisition routes.
  • Representing DA&E at Data Acquisition Steering Group / Data Acquisition Approval Group meetings will be required.
  • Applicants need to demonstrate their ability to work with internal and external customers professionally, communicating in a positive and convincing way, overcoming difficulties and sharing ideas and best practice with colleagues.
  • Work to standard practices, ensuring continuous improvement and high standards are maintained.
  • Ensure there is a robust process to agree and prioritise acquisitions.
  • Provide guidance to business stakeholders on acquisition route options, including HMRC's information powers, legal gateways with other public sector bodies, commercial procurement, voluntary, open and free data sources.
  • Supporting those requesting data through governance, then monitoring ingestion and benefits realisation.

We are a multi-disciplined team that work on specific ideas, small changes and major projects. We service our customers in terms of planning and delivering IT change their core functions of ensuring that HMRC successfully collects the full and correct amount of money due from UK taxpayers.

Job description

The role provides critical support to HMRC's Data quality systems - providing insight and scale to potential issues through profiling and assessing data quality and defining relevant business rules and metrics.

In addition, supporting business colleagues, their data teams and projects to test and validate data quality.

Responsibilities

The successful candidate will:

  • Report to the Data Acquisition Lead promoting the work of the Data Acquisition Team and supporting the work of the wider Data Acquisition & Exchange
  • Drive and imbed a data quality management cycle, while supporting timely data loading of bulk information from across different sources via different routes
  • Support and maintain SAS data quality tools using SAS programming language
  • Be able to communicate with a wide range of stakeholders inside and outside of the organisation through various mediums with confidence.

Essential Criteria:

  • Experience and familiarity of object-oriented programming language, such as C#
  • Experience of data handling, data security, data transformation & familiarity with multiple data formats of large & complex type.

Desirable Criteria:

Application of knowledge of risk-based decisions, demonstrated via evidence of working in an operational compliance and/or risk-based environment.

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period. You will get more detail on this as part of targeted locations move communications.
