Here in HMRC's Chief Digital & Information Group (CDIO) we're increasingly delivering in-house through our growing network of digital delivery centres - hi-tech, state-of-the-art facilities across the UK.

Following the reorganisation of CDIO into a Customer Centric mode of operation, CIO Customer Compliance Group (CCG) & Solicitors Office and Legal Services (SOLS) now contains all CDIO staff who look after CCG & SOLS in both IT planning and delivery work. The team contains groups of Business Service Leads, IT Architects, Project Managers, Developers, Service Delivery Leads, Service Operation Leads and Business Analysts etc who all work on CCG specific ideas, small changes and major projects. We service our customers in terms of planning and delivering IT change as well as supporting the CCG IT systems to ensure CCG has focus on their core functions of ensuring that HMRC successfully collects the full and correct amount of money due from UK taxpayers, investigates

Data Acquisition & Exchange (DA&E) is part of Data Sharing & Acquisition (DSaA) in CDIO CIO: CCG & SOLS and is HMRC's central office obtaining bulk third party information. DA&E uses statutory powers working with internal stakeholders to obtain bulk third-party information for data led compliance work and wider use across HMRC and is the central office for Automatic Exchange of Information with offshore tax authorities under a variety of treaties and international agreements. DA&E also provide the governance for bulk third party information.

This is an exciting opportunity to support the governance of HMRC data acquisitions. Ensuring there is robust processes to agree and prioritise acquisitions. Providing guidance to business stakeholders on acquisition route options, including HMRC's information powers, legal gateways with other public sector bodies, commercial procurement, voluntary and open/free data sources. Supporting those requesting data through governance, then monitoring ingestion and benefits realisation.

Job description

  • You will promote the work of our Data Acquisition and Governance Team and the opportunities relating to data obtained from commercial, public sector bodies and other organisations. Additionally, supporting the work of the wider Data Acquisition & Exchange.
  • Take responsibility for the Commercial Data Acquisitions leading and supporting the team, to facilitate acquisitions through the governance process.
  • Communicating with internal and external HMRC stakeholders and users of the data about the governance process.
  • Working collaboratively across HMRC to ensure data is treated as a strategic resource.
  • Discussing data needs with suppliers, data sources, supporting interested business areas in making appropriate submissions.
  • End to end support of the governance of HMRC acquisitions.
  • Chair the Data Acquisition Steering Group (DASG), ensuring appropriate levels of challenge for each data acquisition to ensure value for money for HMRC and alignment with GDPR.
  • Driving out business requirements for data requests that have strategic HMRC benefits.
  • Identifying and managing potential risks and issues and appropriately handling and escalating sensitive acquisitions.
  • Working with Security & Information Business Partners, Policy, Solicitors, Commercial and many others to provide technical support for decision-making.
  • Tracking acquisition plans and maintaining robust records.
  • Line Manage staff who are supporting the Data Acquisition & Governance process.


Desirable experience in one or more of the following:

  • Leadership or Management experience.
  • Understanding of Data Acquisition & Governance in a government setting.

This involves:

  • Working in a complex, fast paced environment that requires the ability to deliver under pressure whilst occasionally working with people from different geographical locations across HMRC.
  • Keeping abreast of emerging demand and prioritising effectively, whilst remaining calm under pressure and deliver at pace to tight deadlines.
  • Working collaboratively making best use of the tools & technology available.
  • Having excellent interpersonal skills and the ability to communicate effectively with a wide range of stakeholders inside and outside of the organisation through various mediums with confidence.
  • Understanding issues quickly and the ability to provide solutions.
  • An understanding of project methodology or similar practical skills.

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period. You will get more detail on this as part of targeted locations move communications.
