POSITION SUMMARY:

HIAS is seeking an Assistant Director, Internal Audit & Control to be part of HIAS’ Internal Audit & Control (IAC) team. This team reports functionally to the Audit & Risk Committee (ARC) and administratively to the Executive Office. The Assistant Director, IAC is responsible for performing individual internal audit projects as part of the total internal audit plan. This responsibility includes developing internal audit scope, performing internal audit procedures and preparing internal audit reports reflecting the results of the work performed. Work performed will include coverage of functional and operating units, focusing on operational, financial and IT processes. The Assistant Director, IAC will also assist with periodic reporting to the ARC, developing of the internal audit plan and strategy, and championing internal control, risk management and corporate governance concepts agency wide. The Assistant Director, IAC may often direct and review the work performed by other personnel, including co-sourced auditors or guest auditors from within the agency.

Note, this position is based at our headquarters in Silver Spring, Maryland or our office in New York, New York, and we will consider a remote option for applicants who live outside of commuting distance to either of our offices and are based in other states in which we are registered (Arizona, California, Colorado, Connecticut, Florida, Georgia, Michigan, Minnesota, Nevada, New Jersey, North Carolina, Ohio, Oregon, Pennsylvania, Texas, Virginia, West Virginia, Wisconsin).

ESSENTIAL FUNCTIONS:

IMPLEMENTATION OF IAC ENGAGEMENT PLANS & STRATEGY (70%)

  • Works closely with the Senior Director, IAC to plan, conduct, report on and follow-up audit engagements of emergency operations, ensuring timely delivery, adherence to budget and compliance with professional standards.
  • Supports annual planning exercise at IAC to provide reasonable assurance over the adequacy, efficiency and effectiveness of financial and operating systems, internal controls, risk management practices, domestic operations, and overseas programming, particularly emergency response programs.
  • Leads audit projects as assigned to deliver high quality assurance/advisory outcomes; this includes developing internal audit scope, performing internal audit procedures, and preparing internal audit reports reflecting the results of the work performed; work will cover functional and operating units and primarily focus on operations, finance, and IT processes.
  • Performs follow-up on the status of outstanding internal audit and other management reviews, including implementation progress reviews, agreed upon procedures and others.
  • Contributes to systems development work within HIAS by providing independent advice regarding appropriate levels of internal control and oversight.
  • Contributes to and works toward delivering on IAC’s function plans, particularly in relation to a collaborative approach and methodology for delivering audit and advisory work across HIAS and its branded entities.
  • Supports the Senior Director, IAC to prepare reports on IAC’s plan and strategy to the board’s ARC and to the Leadership Team.

INTERNAL CONTROL FRAMEWORK SUPPORT & STAKEHOLDER ENGAGEMENT (20%)

  • Socializes IAC function with the objective of ensuring it ultimately becomes a trusted advisor for HIAS management, particularly in regard to emergency operations capacity; key internal collaborators include regional and country offices leaders, in-country function and process leaders and HQ Operation Support process owners.
  • Collaborates with other risk control and assurance functions to include Data Protection, Safety & Security, Monitoring, Evaluation, Accountability & Learning (MEAL), Accountability to Affect Populations (AAP) and Information Technology departments to strengthen HIAS’ Governance, Risk & Control (GRC) framework and support a robust framework for emergency operations.
  • Provides advice on internal control and oversight matters, and as required, attends key governance committee meetings in an advisory capacity, including being key IAC staff for specific segments/functions.
  • Builds and maintains professional and productive relationships with management and organizational stakeholders with goal to strengthen HIAS’ internal control framework.
  • Provides internal control and other compliance trainings for staff working with management.

IAC FUNCTION CAPACITY & PROFESSIONAL DEVELOPMENT (10%)

  • Engages in professional development opportunities, ensuring that learning is identified and that good practices are actively taken up within IAC and throughout HIAS and its branded entities.
  • Takes the lead in self-development and development of others to ensure IAC’s success by actively participating in the performance management processes; this also includes providing developmental feedback and opportunities for coaching for others within the team.
  • Remains current on HIAS’ organizational changes, and actively seeks engagement with issues that have a significant impact on IAC’s current and future activities.

QUALIFICATIONS & REQUIREMENTS:

  • Undergraduate degree in Business or Management or equivalent work experience; graduate degree strongly preferred.
  • 5-7 years of internal audit, risk management and compliance experience, and at least 3 years of relevant experience working on internal auditing, preferably with an international nonprofit organization or experience in a commercial/public sector international organization.
  • Related professional certification (CIA, CPA, CISA, CRMA, CFE or equivalent) and membership in an internationally recognized audit, risk, or accounting organization.
  • Understanding of internal control concepts, COSO framework and risk management practices, and experience in applying them to plan, perform, manage, and report on the evaluation of various business processes/areas/functions.
  • Leadership skills needed to sell ideas and obtain management buy-in for constructive change.
  • Experience in producing high-quality, effective written communication and reports.
  • Understanding of technical aspects of accounting, financial reporting, and IT controls.
  • Ability to travel internationally up to 35% of the time to complex operating environments.
  • Proven ability to work independently, with limited required direction and guidance, and ability to provide appropriate direction to other internal audit project team members.
  • English fluency required; Spanish and/or French fluency preferred.
  • Demonstrated commitment to fostering and maintaining an environment of diversity, inclusion and belonging.
  • Knowledge of relevant standards, including federal and state regulations preferred.
  • Familiarity with technical areas of emergency response programming a plus, including localization, Sphere Standards and Common Humanitarian Standards,
