About the Chief Technology and Design Office Group

This role is in Chief Technology and Design Office, part of HMRC's Chief Digital and Information Office (CDIO). We are responsible for managing all IT demand and change coming into CDIO, as part of this we ensure User Centred Design is at the heart of our designs. This enables us to ensure the solutions we deliver maximise success rates for internal and external users, and so maximise business outcomes and minimise costly rework.

Job description

HMRC is looking for a Principal Data Analyst who is passionate about using data to tackle business and organisational challenges.

HMRC's services are complex and broad, in our team you will be responsible for developing, using and understanding a wide range of data sets to help us develop better services for our customers. Your work will directly help us inform which services to prioritise for improvements and you will have the opportunity to create and enhance a toolset which helps us do that.

We want people who are excited about how data can help us to achieve our goals of transforming HMRCs services, using analytical tools and techniques to enable evidence based decisions.

You'll be directly working alongside User Researchers, Service Designers and Product Managers, combining your data analytical skills with their design and research experience, together having that strong focus on developing services in an evidence based and user centred design way. You'll also be part of a developing Data Analyst community, enabling you to share experience or ideas with people from your own profession.

Responsibilities

As a Principal Data Analyst, responsibilities include:

  • Explore a wide set of opportunities to innovate; evaluating options, impacts, risks and solutions to provide clear problem definitions and inspiring exploitation of new data, technology and tools.
  • Identify areas of work that stand to be improved through the use of analytical, statistical and advanced modelling techniques.
  • Developing and enhancing HMRC's user centred design impacting toolset
  • Understanding and implementing data security measures, in line with official sensitive and time-based material requirements
  • Generating insights and ideas which lead to robust outputs to evidence improving HMRC services,
  • Translate and communicate accurate information to technical and non-technical senior stakeholders to convey impact and importance.
  • Develop capability and integrity across the data analyst community and challenge current methods of delivery and providing a different perspective

Essential Criteria

You will already have experience and understanding of:

  • Significant experience and technical ability in the field of Data Analytics and/or Data Science.
  • Using a wide range of analysis and synthesis techniques to generate clear and valuable findings
  • Using the most appropriate medium to visualise data to tell compelling and actionable stories to enable effective decision making
  • Presenting, communicating and disseminating data appropriately with high impact
  • Managing stakeholder expectations and facilitate discussions across high risk or complex areas

Desirable Criteria

Ideally you may also have/be:

  • Member of one of the Analytical Professions (such as DDaT, GES, GSR or GORS) or Statistical Community (such as GSS, GSG).
  • Experience of accountable development and deployment of statistical models to deliver operational, tactical and strategic outcomes.
  • Experience in a statistical programming language - for example, SAS, SQL, R or the Python Data Science libraries.
  • A working understanding of JSON, and Data Analysis Expressions (DAX)

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period. You will get more detail on this as part of targeted locations move communications.
