About Directorate

The Assurance Group is an independent and objective department within Barnet Council. The Group is responsible for the delivery and management of all assurance functions as well as providing oversight and assurance to the Council Management Team (CMT) and Members on governance procedures and business processes.


About the role

The Corporate Anti Fraud Team (CAFT) is an independent, specialist activity designed to add value and improve the council’s operations, including its partners and contractors where relevant. It helps the council achieve its objectives by bringing a systematic, disciplined approach to investigation evaluating and improving the effectiveness of fraud prevention and detection and the subsequent prosecution of individuals and organisations where appropriate. The council has a zero tolerance approach to fraud and other irregularity including any Money Laundering.

The post holder is required to display the highest level of honesty and integrity and to deliver fraud awareness training to all departments of the council as well as to partner organisations.

The post holder will work closely with the Community Safety CCTV and Intelligence Manager to coordinate and develop a new joint intelligence function across the enforcement and prosecution elements of the council in order to effectively discharge our legislated responsibilities.


About you

Essential Qualifications required

  • Accredited Counter Fraud Specialist (ACFS) and/or Accredited Counter Fraud Manager (ACFM) or equivalent qualification. Have knowledge or experience of PoCA financial investigations/managing financial investigations.
  • The post holder is also expected to have membership of relevant professional investigation groups such as LBFIG, NIOG etc and to be able to demonstrate ongoing continued professional development in the area of fraud and/or financial investigation.


  • In addition to the above, the post holder will be expected to have extensive experience and knowledge of managing fraud investigations, including the management/supervision of staff and investigations as well as contracted systems used by the investigators such as Equifax, NAFN. NFI, CIFAS etc.

IT skills

  • Practical experience of the use of different fraud management computer systems and databases to collect and record information and the electronic maintaining management statistics accurately.
  • Demonstrate experience of using various IT skills and systems as an investigative tool.

Project Management

  • Demonstrate excellent project planning and management skills
  • They will be expected to be a highly self-motivated and effective team player, able to adopt a flexible approach to problem solving.

External partnership working

  • To assist in the planning and preparation for all inspections from internal/external audit and any other inspectorate bodies in their audits/inspections of the fraud investigation service.
  • Lead on the monitoring and review of partnerships for improvement CAFT and all key partners e.g. Police, UKBA and DWP on all fraud cases.
