Data Acquisition & Exchange (DA&E) is HMRC's central office obtaining bulk third party information. We use statutory powers (Schedule 23 FA 2011) to obtain bulk third-party information for data led compliance work, services to taxpayers and wider use across HMRC. This includes our governance role when acquiring all types of bulk information, including HMRC's largest commercial contracts. We also act as the central office for Automatic Exchange of Information with offshore tax authorities under a variety of treaties and international agreements.

We are looking to expand our team and there are a variety of roles that will encompass:

Data Acquisition team 2 posts in Cardiff:

  • One has responsibility for the development of our people through training & development activities as well as leading on recruitment activity.


'The other has responsibility for the Data Acquisitions, leading and supporting the team in use of HMRC's Data Gathering powers including Schedule 23 Finance Act 2011.

Governance team 1 post in Cardiff or Liverpool:

'This role has responsibility for providing guidance to business partners on acquisition route options and supporting those requesting data through governance, then monitoring ingestion and benefits realisation.

International exchange team- 1 post in Cardiff:

'The role is primarily dealing with International data exchanges, will require communication with internal and external customers to provide support and to resolve issues with reporting requirements and escalating to policy for advice where necessary.

Job description

This is an exciting opportunity to support the decision-making of HMRC's data acquisition and exchanges. To help ensure there is a robust process to agree and prioritise acquisitions and exchanges.

You will pro-actively promote the work of our Data Acquisition and Exchange Team and the opportunities relating to data obtained from commercial, public sector bodies, Financial Institutions and other organisations.

You will provide support and advice to internal and external stakeholders concerning Data Acquisition Governance and Data Exchange processes across a variety of acquisition routes.

  • Communicate with internal and external stakeholders, working collaboratively cross-government to ensure data is treated as a strategic resource.
  • Work with Security & Information Business Partners, Policy, Solicitors, Commercial and many others to provide technical support for decision-making.
  • You will communicate with internal and external customers providing support and resolve issues with International reporting requirements and escalating to policy for advice where necessary.


Responsibilities

Key responsibilities:

  • Communicating with International tax authorities dealing with complex enquiries arising from data exchanges.
  • An understanding of project methodology or similar practical skills.
  • Attending project meetings with policy/IT partners, developing new processes, sharing ideas, creating new ways of working.
  • Working as part of a small team to ensure KPI's and a variety of International exchange deadlines are met.
  • Working with sensitive data meeting strict data security requirements.
  • Working in a complex, fast paced environment that requires the ability to deliver under pressure whilst occasionally working with people from different geographical locations across HMRC.
  • Keeping abreast of emerging demand and prioritising effectively, remaining calm and delivering at pace to tight deadlines.
  • Understanding issues quickly and the ability to provide solutions.


Desirable Criteria:

Ideally you will also have :

  • A significant amount of compliance experience following successful completion of level 2 (HO) Routeways or BDDP1, ITC/AIT or predecessor courses.
  • The ability to interpret complex legislation.
  • Experience of using Third Party Information / data in a compliance setting within Government.
  • A proven track record in confidently conversing with external customers using multiple channels.

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period. You will get more detail on this as part of targeted locations move communications.
