About Customer Compliance Group

Customer Compliance ensures that HMRC successfully collects the full and correct amount of money due from taxpayers, investigates offences against the tax system and takes action to identify and mitigate potential threats. CCG is the largest business group in HMRC, with over 26,000 people working in this area. Since March 2020 we've had to respond to unprecedented challenges and demands and have done so in a truly flexible and impressive way across all of our work. Over the next few years, we will focus on three big areas of work how we treat each other, how we treat our customers, and how we do compliance.

The Risk & Intelligence Service (RIS) is at the heart of HMRC compliance and enforcement activity. Our prime role is to enable HMRC to understand and manage the risks to the tax system. We do this by gathering information and seeking out high quality intelligence from within and outside the UK. We then analyse this intelligence and assess the risks and threats to provide comprehensive high-quality risk and intelligence products for our internal partners. Our products are designed to ensure HMRC engages most appropriately with any given customer. Through this approach we reduce the burden on compliant customers by focusing on the non-compliant and those who deliberately target the tax system.

About the Role

RIS COIR (Compliance Operational Insight & Risking) Projects & Profiles (P&P) is part of HMRC's Risk and Intelligence Service, located across five National Profiling Centres that lead on the design and development of high-risk profiles, delivering hundreds of thousands of data led compliance cases to front line colleagues every year.

Projects & Profiles is a fast-paced area which embraces creative thinking and this is an exciting time to join our expandingteam.

Our business provides analytical expertise to policy and compliance partners across Government and we're not just about team are developing profiles to support HMRC's strategic risking evaluation of organised crime, money laundering, environmental taxes, offshore banking, Cryptoassets, online gambling, the impact of Brexit and the roll out of Freeports. And our analysts were heavily involved in priority COVID response work, ensuring that money is available to support businesses and individuals through the pandemic.

Our Data Analysts need to have real passion for analysis, an innovative approach, the ability to question risk profiles and enhance analytical products to maximise revenue. You'll fully exploit new data and technology, to ensure that a wide set of innovative opportunities are explored; evaluating options, impacts, risks and solutions to provide clear problem definitions. You'll be helping us to identify and predict patterns of behaviour and understand emerging trends using data analysis to develop population profiles exhibiting specific risk criteria.

You'll have access to one of the biggest data platforms in UK government. This will allow you to lead on the exploration of a range of sophisticated data sets using a variety of analytical tools and techniques. You'll work with teams from RIS, Customer Compliance Group (CCG) and across HMRC, enabling you to be at the forefront of tax fraud, evasion and avoidance. Your analysis will support frontline colleagues across CCG and HMRC to deliver our Compliance strategy.

Responsibilities

Person Specification
You're comfortable learning to use new tools and large data sets, including taxpayer, government, public and commercially available data.

Essential Criteria
The successful candidate will have proven ability to:

  • use software to manipulate and analyse data. For example, using Excel or other software to merge, analyse and consolidate data using pivot tables, functions and charts
  • use data analysis effectively to inform decision-making or achieve a business outcome and effectively communicate using verbal, written and presentation skills to technical and non-technical audiences
  • work with non-analytical stakeholders to determine the overall scope and requirements of analytical work
  • manage conflicting demands and priorities and deliver to tight deadlines.


Other information

The post holder will be expected to remain in post for a minimum of two years.

The post holder will be expected to travel away from the office and undertake (occasional) overnight stays.

Probation

Successful candidates new to the Civil Service will undergo a 6-month Civil Service probation running concurrently with the Specialist Trial Period. Any candidate failing their probation will have their employment with HM Revenue and Customs terminated.

Existing HMRC and Other Government Department (OGD) employees (who transfer to HMRC) with less than 6-months service will need to serve the balance of their probation with HMRC.

Existing HMRC and Other Government Department (OGD) employees who have already successfully completed their 6-month probation are not subject to a further period of probation.

Specialist Trial Period

Once appointed all candidates must complete a Specialist Trial Period (STP) of 12 months.

You will be conditionally appointed for the duration of the STP and probation.

The STP is a pass / fail work and classroom-based programme. It aims to assess key areas of learning and development necessary to perform at the required standard for an HEO Data Analyst. In order to complete the STP you must:

  1. Successfully complete a programme of mandatory training packages.
  2. Maintain a portfolio of evidence competence against the learning objectives detailed in the STP Workbook.
  3. Successfully pass all technical assessments. You are allowed two attempts in total to pass these technical assessments. If you fail the technical assessments a second time, you will automatically fail your STP. You will not be allowed a second attempt to pass your STP.


You should be aware that the structure of the STP training programme includes several multi-day courses. As not all courses can be delivered in your home office location you may be required to travel and be away from home for up to 5 days at a time.

Existing HMRC employees who have already successfully completed their 12-month STP in a Data Analyst role do not have to re-take it.

Probation and Specialist Trial Period Important Information

The Specialist Trial Period and Civil Service probation are run entirely separately. If you do not successfully complete your Specialist Trial Period and probation your employment with HMRC may be terminated.

If you fail the Specialist Trial Period but complete your probation you may be offered alternative, less specialised, roles within RIS. The decision on whether you are offered one of these roles will be based on several factors, including performance, behaviours and location, and it may be at a lower grade.

Qualifications

All candidates, including existing Civil Servants, must have at least one of the following:

  • Relevant previous experience of delivering analytical projects in an analytical or statistics related field. Candidates will demonstrate their knowledge and experience in delivering analytical projects across their CV / personal statement and at their Behaviour Interview in how they meet this criteria.

OR

  • A first or second class honours degree (2:2 minimum) in a subject containing formal mathematics and / or statistical training ( Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography, Computer Science or similar). Candidates may apply in their final year of study whilst they are still awaiting their degree result, however, formal offers will not be made until receipt of confirmation of the degree result.

OR

  • A graduate diploma of the Royal Statistical Society.

Candidates who do not meet one of the above will not progress to the sift stage of the campaign.

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period. You will get more detail on this as part of targeted locations move communications.
