About Customer Compliance Group

Customer Compliance ensures that HMRC successfully collects the full and correct amount of money due from taxpayers, investigates offences against the tax system and takes action to identify and mitigate potential threats. CCG is the largest business group in HMRC, with over 26,000 people working in this area. Since March 2020 we've had to respond to unprecedented challenges and demands and have done so in a truly flexible and impressive way across all of our work. Over the next few years, we will focus on three big areas of work how we treat each other, how we treat our customers, and how we do compliance.

The Risk & Intelligence Service (RIS) is at the heart of HMRC compliance and enforcement activity. Our prime role is to enable HMRC to understand and manage the risks to the tax system. We do this by gathering information and seeking out high quality intelligence from within and outside the UK. We then analyse this intelligence and assess the risks and threats to provide comprehensive high-quality risk and intelligence products for our internal partners. Our products are designed to ensure HMRC engages most appropriately with any given customer. Through this approach we reduce the burden on compliant customers by focusing on the non-compliant and those who deliberately target the tax system.

About the Role

RIS COIR (Compliance Operational Insight & Risking) Projects & Profiles (P&P) is part of HMRC's Risk and Intelligence Service, located across five National Profiling Centres that lead on the design and development of high-risk profiles, delivering hundreds of thousands of data led compliance cases to front line colleagues every year.

Projects & Profiles is a fast-paced area which embraces creative thinking and this is an exciting time to join our expanding team.

Our business provides analytical expertise to policy and compliance partners across Government and we're not just about taxes. The team are developing profiles to support HMRC's strategic risking evaluation of organised crime, money laundering, environmental taxes, offshore banking, Cryptoassets, online gambling, the impact of Brexit and the roll out of Freeports. And our analysts were heavily involved in priority COVID response work, ensuring that money is available to support businesses and individuals through the pandemic.

As a Senior Data Analyst (SDA), you'll have a genuine passion for analytics, an innovative mind-set and the ability to lead and communicate effectively, actively seeking to build capability across our network. Each session will last 45 minutes and will provide you with an insight to the role of a Senior Data Analyst. 

Job description

As a Senior Data Analyst, you'll demonstrate high levels of ability when using a range of cutting-edge analytical tools and software, manipulating complex datasets to develop insight and risk.

You'll lead on our technical standards of analysis and will be responsible for the quality of our analytical products, ensuring standards are upheld and improved. You'll provide leadership and guidance on big ticket projects and support our data analysts on complex profiles, encouraging delivery through others and seeking new and innovative ways of working.

You'll be part of the Profiling Centre's Leadership Team, working closely with Team Leaders, other Senior Data Analysts, Business Partners and the Grade 7 Lead.

Key Responsibilities:

  • Employ advanced analytical skills to design and deliver products that identify individuals, businesses and customer behaviours of the greatest risk to the UK economy.
  • Use new tools and techniques to develop your expertise for manipulating large datasets, including a range of taxpayer, government, public and commercially available information.
  • Initiate and undertake complex and accurate analysis.
  • Train and mentor our data analysts, building their confidence and capability.
  • Leading the work of our data analysts, however, there are no line management responsibilities.
  • Building capability within our analytical community, developing effective and efficient working processes that encourage our people to flourish.
  • Ensuring products meet our quality standards.

Responsibilities

Essential Criteria:

  • You'll have proven experience of working in an analytical role where the skills you have developed can be transferred to the Senior Data Analyst role.
  • You'll be a confident communicator with strong verbal, written and presentation skills; comfortable communicating project changes, progress issues and results to stakeholders.
  • You're flexible with the ability to manage conflicting demands and deliver to tight deadlines.
  • You can demonstrate high levels of experience and technical ability when using bulk data analysis tools or languages, such as SAS Enterprise Guide, R, PowerBi or similar.
  • You'll have experience of working with business stakeholders, identifying requirements and developing solutions to deliver analytical projects.

The post holder will be expected to remain in post for a minimum of two years.

The post holder will be expected to travel away from the office and undertake (occasional) overnight stays.

Technical skills

We'll assess you against these technical skills during the selection process:

  • Demonstrate high levels of experience and technical ability when using bulk data analysis tools or languages, such as SAS Enterprise Guide (or similar)

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period. You will get more detail on this as part of targeted locations move communications.
