Job Introduction

About the role:

Reporting to the Director for Business Systems, Innovation & Data (BSID), the Efficiencies & Risk Director will hold overall responsibility for the development and management of project efficiencies, threats and opportunities, and integration with the wider PMO to provide information for effective data-based management of the project delivery.

Role Responsibility

  • Leading and supervising the efficiency, threats, opportunities and business continuity functions providing strategic direction and support including the provision of analysis and guidance on outputs from quantitative analysis, driving the team to develop responses to the outputs, and implementing effective implementation plans.
  • Ensuring that threats and opportunities are being effectively managed both internally, and within HS2’s management and reporting systems, including .leading monthly reviews of implementation progress
  • Facilitate risk workshops with leadership teams where appropriate, ensuring programme level threats and opportunities are being effectively captured and managed.
  • Ensuring that threats and opportunities are integrated into the wider organization, and given due consideration in reporting and decision making.
  • Ensure that the impact of project change is properly considered and managed from a risk perspective.
  • Provide visibility to the Leadership Team on overall efficiency, threat and opportunity position, including trends and emerging issues, and leading quarterly strategic reviews.
  • Coordinating with commercial teams to ensure alignment with the contractual risk early warning process to develop and manage a single data source.
  • Ensuring that business continuity risks are being effectively managed and appropriate plans are in place.
  • Supporting the PMO leadership team in progress reviews on the project, attending periodic review meetings and reviewing progress on mitigation and implementation plans.
  • Managing the implementation of AI-based risk tools, and ensuring they are effectively deployed across the project, and participate in the development of additional analytical approaches and systems integration.
  • Liaising with other HS2 MWCC teams in areas relating to threats and opportunities, and participating in HS2-organised workshops and forums.
  • Responsible for recruiting, training and maintaining resources within department and ensuring the right behaviours and culture of the team.


The Ideal Candidate

  • Degree in relevant subject, such as engineering, risk, or finance
  • Prior experience in risk management functions in major civil engineering projects (£1bn+). Past experience in tunnelling projects would be beneficial, but not essential.
  • Thorough knowledge of risk and opportunity management, including use of risk and opportunity management tools. Knowledge of HS2 systems would be beneficial, but not essential
  • Understanding of business continuity processes and wider business risk management
  • Awareness of risk management practices within infrastructure and other industries
  • Strong communication skills at all levels
  • Client focused and able to adapt on an integrated project environment


About the Company

The role will work on the HS2 project. HS2 is the UK’s new high speed rail network. It will be a catalyst for economic growth across Britain, freeing up space on the existing railways and connecting 8 out of the UK’s 10 biggest cities with fast, reliable and frequent high speed services

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
