Manchester City Council is an ambitious, proud and forward-thinking Council. We have a strong track record of innovation, excellence and working in partnership with the public and private sectors to ensure the best possible outcomes for the people and the places that we serve as reflected in:
- Our investment and influence in regeneration, cultural and housing schemes.
- The scale of integration and collaboration with health, blue light, voluntary sector and other public service partners.
- Leadership and support for Greater Manchester level reform and investment programmes as part of the GMCA and other regional and national networks.
- How we support residents, adults and young people through the redesign of services and new delivery models.
- Being named LGC Council of the Year in 2022.
Our ambition and desire to invest, integrate and reform is not without risk; so we recognise the benefits of an influential, professional and adaptable service for the provision of high-quality assurance and risk management services. That’s why this role is so important.
We work in partnership with Bolton Council in the development and delivery of our Audit and Risk Management Services. We are seeking a Risk and Resilience Lead who can work across both Councils as part of a team to help maintain and develop our risk management and business continuity capabilities. This will involve you in high profile, interesting and challenging work providing expertise and support across areas as varied as cyber resilience, safeguarding and construction.
About the Candidate
We’re looking for someone who can bring first class communication, analytical and evaluation skills, supported by a sound knowledge of governance, risk and business continuity management.
You will have the proven ability to scope, plan and deliver programmes of work that engage clients and stakeholders to drive improvement in how risks are identified, evaluated and managed.
As well as leading the delivery of reviews and assignments you recognise the value of collaborative working and work effectively alongside colleagues within the team and across the service in delivering complex and cross cutting work.
This role is office based with home working where appropriate. You will be able to work flexibly, from home or remotely some of the time, and across Manchester and Bolton Council sites or offices in support of colleagues and clients.
We are an Equal Opportunities Employer, and we positively welcome applications from all candidates regardless of age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation.
You will be eligible to access benefits including the Local Government Pension Scheme, flexible working, discounted travel schemes and further career development opportunities.

The work you do changes lives. Whatever your role, you’re part of making Manchester lives healthier and happier.
Be yourself and thrive
We want a fair, inclusive workplace – as diverse as the communities that make our city. Every one of us must feel confident and comfortable bringing their true self to work, talking openly, and making the most of their talents to grow and to succeed.

Who we’re looking for
It takes a certain type of behaviour, attitude and way of working to get Manchester where it wants to be. Our people and partners have agreed five ‘behaviours’ – the grounding for how we must work together and treat one another:
- We take time to listen and understand
- We work together and trust each other
- We show that we value our differences and treat each other fairly
- We ‘own it’ and we’re not afraid to try new things
- We’re proud and passionate about Manchester.
